Would it be different if the reason is business related versus Tourism related? Incidentally, he holds an Indian passport.

Australia doesn’t care about whether or not you have a green card. Australia (and any other country) is going to care about where your PASSPORT is from. If you have a U.S. passport, then rules applying to the U.S. apply to you. If you have a passport from another country, then Australia’s rules about visas for THAT country will be what matter. Check with the Australian embassy or consulate for information about your situation.
Yes.
It depends on the country from which the green card holder has a passport. I do not know if Indian nationals require a visa to visit Australia. You’d better check.
if he holds an Indian passport, he/she must need to get a visa to enter Australia no matter he/she is holding a US Green Card. A Green Card is only guarantee that you are a legal citizen living in that issuing country (with a valid visa).
A U.S. green card as no bearing on weather or not a person can travel without a visa to any country, not just Australia.
It is the nationality of the persons passport that is the ultimate factor in these matters along with criminal history.
Since the person in question holds an Indian passport then they would need to apply for a Tourist Visa (Subclass 676). All of the requirements, application forms, fees and procedures can be found on the website below:

If the visit to Australia is for business purposes such as to attend a conference or training session, to conduct business with an Australia-based organisation, to conduct business negotiations or for an exploratory business visit then they would require a Business (Short Stay) Visa (Subclass 456). Again, all of the requirements, application forms, fees and procedures can be found on the website below:
