You may wonder why do I ask such question!
I run online business and in need of PayPal account badly, PayPal does not allow my country in their system, so I have to do something.
I need bank account from any PayPal allowed country.

I already tried Czech Republic, opened bank account, got debit card but PayPal still doesn’t accept my card, as far as I understood, the problem is that the Billing Address still is my current Country (which is not allowed in PayPal).
Another country I thought is Singapore, I’ll appreciate if you’ll confirm.
If you provide me information about other countries near Europe (Or worldwide at least) will be appreciated.

P.S. I can travel to that country for not more than 7 days as a Visitor.

I travel all the time and can definately use paypal without violation their TOS!
As you may know, they allow any user to have 2 accounts, `one personal and other Premier!
PayPal does not do business in YOUR country. That means you would be in violation of the terms of ANY PalPal account you open simply by LYING about where you are. The ONLY legal way around that is to MOVE to a country where PayPal does business.
If your business is big enough, you can go to Singapore to setup a local company. Cost around S$3000-S$5000 per year. Your local company then can have a bank account and a proper paypal account in Singapore. If you need more info, I can email you.
