You’d could just use a normal graphics design program (like Photoshop, or Corel Draw, or even MS-Paint is you wanted to). There are probably program out there which do half the work for you and have templates and stuff to use, but I don’t know of any.
For double-sided, you’d just have to create two seperate image files (one for the front, one for the back), and get them specially printed on both sides when it comes to making them.
