I want some free ones before I spend money on a large lot. I know most offer 250 free cards but charge between .20-.80 USD for shipping.

I really don’t think you’ll find it. You’ll have to atleast pay for shipping $5 isn’t that bad. Unless a local shop is willing to give you a good amount as a sample or something.
I don’t think you will find a company who gives its products away for free.
