I am geting 4000 dollars for my gradation. Is that enough to start up my own housekeeping business? Like to get supply’s and insurance and bonded. Two build a website also some business cards. Like could some one tell me how much it would cost for everything.

I would say so, if you want it to really really small
If you’re still living at home, maybe. Your type of business is not COD so even with the best possible scenario in sales it could be 30-60 days before cash comes in while your expenses WILL be COD.
Do most of the work yourself even if the quality is not as good, you can upgrade later. There are business card kits, website kits, even business plan & licensure kits (instead of using accountants & lawyers).
Figure out who actually uses this type of service and what they do with their free time to understand where to advertise. If most of the clients are families with both spouses working then it will be the mother that makes the decision and does the vetting. If most of the clients are single men then obviously they read, watch & entertain themselves differently so advertise accordingly.
Mom & Me type local papers for mothers and bathroom stalls in bars for men (nice bars where they have enough money and are too busy).
