    I don’t really get your question but you can try to use the magic wand tool to remove it. Hold down shift when clicking the portion you want to move so you can select more at a time.
    Or you can use the lasso tool which will probably take a little more time to get it perfect.

    It sounds like a couple questions in there, but I’m not entirely sure. I’ll tackle the first part where you said in Photoshop 6 you could make the outline and move the object, but you don’t seem to be able to do it now. However, it appears you do know HOW to make the selection. So, to move it, just make the selection and go to the move tool at the top of the tool palette (or click V on the keyboard).
