Illegal, But Not Undocumented: Identity Theft, Document Fraud, And Illegal Employment

This Backgrounder examines illegal immigration-related document fraud and identity theft that is committed primarily for the purpose of employment.
It debunks three common misconceptions: illegal aliens are “undocumented;” the transgressions committed by illegal aliens to obtain jobs are minor; and illegal-alien document fraud and identity theft are victimless crimes.
It discusses how some community leaders rationalize these crimes, contributing to a deterioration of the respect for laws in our nation, and presents a variety of remedies, including more widespread electronic verification of work status (E-Verify and the Social Security Number Verification Service) and immigrant outreach programs to explain the ramifications and risks of document fraud and identity theft.
The findings include:
Illegal immigrants are not “undocumented.” They have fraudulent documents such as counterfeit Social Security cards, forged drivers licenses, fake “green cards,” and phony birth certificates.
Experts suggest that approximately 75 percent of working-age illegal aliens use fraudulent Social Security cards to obtain employment.
Most (98 percent) Social Security number (SSN) thieves use their own names with stolen numbers.
The federal E-Verify program, now mandated in only 14 states, can detect this fraud.
Universal, mandatory use of E-Verify would curb this and stop virtually 100 percent of child identity theft.
Illegal immigration and high levels of identity theft go hand-in-hand.
States with the most illegal immigration also have high levels of job-related identity theft.
In Arizona, 33 percent or all identity theft is job-related (as opposed to identity theft motivated simply by profit).
In Texas it is 27 percent; in New Mexico, 23 percent; in Colorado, 22 percent; California, 20 percent; and in Nevada, 16 percent.
Eight of the 10 states with the highest percentage of illegal aliens in their total population are among the top 10 states in identity theft (Arizona, California, Florida, Texas, Nevada, New York, Georgia, and Colorado).
Children are prime targets. In Arizona, it is estimated that over one million children are victims of identity theft.
In Utah, 1,626 companies were found to be paying wages to the SSNs of children on public assistance under the age of 13.
These individuals suffer very real and very serious consequences in their lives.
Illegal aliens commit felonies in order to get jobs. Illegal aliens who use fraudulent documents, perjure themselves on I-9 forms, and commit identity theft in order to get jobs are committing serious offenses and are not “law abiding.”
Illegally employed aliens send billions of dollars annually to their home countries, rather than spending it in the United States and helping stimulate the American economy.
In October 2008 alone, .4 billion was transferred to Mexico.
Tolerance of corruption erodes the rule of law. Corruption is a serious problem in most illegal aliens’ home countries.
Allowing it to flourish here paves the way for additional criminal activity and increased corruption throughout society.
Leaders support perpetrators and ignore victims. Political, civic, religious, business, education, and media leaders blame Americans for “forcing” illegal aliens to commit document fraud and identity theft. No similar concern is expressed for the American men, women, and children whose lives are destroyed in the process.
The Social Security Administration and Internal Revenue Service facilitate illegal immigrant-driven identity theft. Both turn a blind eye to massive SSN fraud and take no action to stop it. The Social Security Administration assigns SSNs to new-born infants that are being used illegally. The IRS demands that victims pay taxes on wages earned by illegal aliens using their stolen SSNs, while taking no action to stop the identity theft.
State and local governments need to adopt tougher laws to supplement federal efforts. The Bureau of Immigration and Customs Enforcement (ICE) is targeting large document fraud rings and the most egregious employers, but their resources are limited and stretched across multiple priorities. Although the Center for Immigration Studies (CIS) bills itself as an “independent” think tank that seeks “to expand the base of public knowledge” about immigration, the Washington, D.C.-based group is only interested in one thing. CIS’s reams of reports, as well as its blog postings, editorials, and frequent panels and press conferences, incessantly push the idea that America’s immigration system is an unadulterated evil and that the only way to save America from impending doom is to cut drastically the number of immigrants. CIS has blamed immigrants, both legal and undocumented, for everything from terrorism to global warming. To make its case seem as strong as possible, CIS often manipulates data, relying on shaky statistics or faulty logic to come to the preordained conclusion that immigration is bad for this country. But CIS studies have been regularly debunked by mainstream academics and think tanks including the Immigration Policy Center, the Center for Budget and Policy Priorities and America’s Voice.

One flier asked “Do You Want a Black President” and stated that “Black Ruled Nations [are the] most unstable and violent in the world.” It also asked why white Americans should “seal our fate by allowing a black ruler to destroy us.” Another flier depicted undocumented immigrants as criminals and a drain on American social services. It cited research from the National Policy Institute, a self-styled, racist think tank, and the Center for Immigration Studies, an anti-immigrant think tank.

The nativist lobby’s supposedly ‘independent’ think tank has never found any aspect of immigration it likes.
CIS was started in 1985 by a Michigan ophthalmologist named John Tanton — a man known for his racist statements about Latinos, his decades-long flirtation with white nationalists and Holocaust deniers, and his publication of ugly racist materials. CIS’ creation was part of a carefully thought-out strategy aimed at creating a set of complementary institutions to cultivate the nativist cause — groups including the Federation for American Immigration Reform (FAIR) and NumbersUSA. As is shown in Tanton’s correspondence, lodged in the Bentley Historical Library at the University of Michigan, Ann Arbor, Tanton came up with the idea in the early 1980s for “a small think tank” that would “wage the war of ideas.”

The Center for Immigration Studies has a special propensity toward the xenophobic by conflating Mexican immigration and Reconquista, the ridiculous notion that Mexico is planning to snatch the southwestern territory away from the United States.
While it’s easy enough to write-off such misinformation as the inconsequential rantings of the extreme far right, Tanton is also a buddy of long-shot presidential hopeful Rep. Tom Tancredo. Staff and lobbyists from CIS and NumbersUSA advise the congressman on domestic policy issues and provide unpaid legislative assistance to the House Commission on Immigration Reform, founded by Tancredo, who recently stepped down to pursue his presidential ambitions.

yes they are. Their children’s SS Cards, and any card they can steal. For a goodly time, they can work using those cards and most illegal aliens do not want to learn English… they intend to go home. On down the road, the child is going to be able to collect SS in Mexico. Neat huh. Only needs something like 23 quarters. It is fraud, and about as criminal as it gets.

Pro-criminals are always saying that illegal aliens pay taxes (the FBI disagrees). How do they pay those taxes?
1) Felony identity theft
2) ITIN? It is a felony to use an ITIN to pay taxes on wages! (the ITIN was set up to pay taxes on INVESTMENT INCOME NOT wages!)

Like any other political issues, both side lie and manipulate facts to support their point of view. But this issue is clear cut:
1. Illegal aliens are by definition criminals.
2. Illegal Aliens do commit other crimes.
3. Federal and International law both prescribe deportation.
4. Anchor baby laws are making it more difficult to serve justice.
5. Any and all persons committing crimes should be prosecuted and or deported as the law dictates.
6. Failure to do so is unfair to the citizens and all those who have jumped through all the hoops to be legal.
7. Reasonable immigration procedures cannot be created so long as we have millions of criminals clogging the system.
9. Making them legal makes a mockery of our legal system and encourages other criminal activity.
There is really nothing more to say than arrest, prosecute, imprison and deport any illegal alien. Anybody caught employing, housing or otherwise abetting illegal aliens needs to be treated likewise, as appropriate.

I actually think that some of these “mainstream” immigration organizations go out of their way (to avoid any reaction or claim of racism), to avoid data that might make illegal immigrants (mostly from mexico) look bad. Alot of the government organizations are tied up by with a directive or attitude of don’t make hispanics look bad, and lets be frank, I’ve never seen much reports that seem to talk of a problem of illegal asian, african, european, or carribbean immigrants, so I thinks it safe to say that being the majority of illegal immigrants are from Mexico, that where we need to focus. Its sad, I seem to keep coming across plenty of regular news reports showing illegal (usually a innocuous term like “undocumented” is used) immigrant (again mostly from mexico) involved in fraud and crime, from people being killed by illegal immgirant drivers, rapes, gang activity, identity fraud, huge drug farms in the west coast being established by illegals (from mexico), the drug gangs letting their violence spill across the border, and the corrupt mexican governement aiding and abetting the drug gangs and illegal immigrants. And how about the rapid spread of the H1N1 (swine flu), we basically avoided any blame on the illegal immigrants from mexico spreading like wildfire across the country infecting different parts of the country with it, (i.e. the large number of cases of H1N1 in New York City school, whose parentage were of “dubious” immigrant background). There are no problems with “legal” immigrants, and the ones from asia, africa, the carribbean have been a asset to this country, but “undocumented” (illegal) immigration is a major problem. Its has basically (with the anchor babies) overloaded our schools, hospitals and services usually meant for citizens and legal immigrants, and has encouraged the corruptness of companies to take advantage of low wage labor. A little known fact (look it up), Cesar Chavez was one of the first Americans to stand against illegal immigrants who employers were using as “strike breakers”to keep wages down and not having to give into the demands of laborers(american).I agree Kize, we need to stop the citzenship to children born to illegal immigrants, thats been a loophole that has sent illegal immigrants from mexico running across the border to establish their footholds in this country for far too long.
