your parents have to sign forms for you.
you need parental permission. i dont know how it costs but im sure it would be very expensive. but srsly theres a good reason for this. u are way too young to make this decision. tats are cool but not butterflies. those are dainty and stupid.

You can not get a tattoo in most states legally until the age of 18. If you really want to know the age for your state go ask at a reputable parlor. If you have to be 18 just wait. If someone tattoos you and you are under age you are taking a great risk.

Some places charge a flat rate for size, some by the hour.
Also detail and color will be a factor into the price.

Get a drawing of what you want done and hang it on your wall. If you still like it when you are old enough to get a tattoo you know you have made a good choice.

sorry to say but you cannot get a tattoo at 13 even if you have parental consent, and any place that says they will tattoo you should not be trusted because they would be risking there licenses.
u should get it on your hand…..u have to have a parent
